First, go to the dock. Then start throwing as many snowballs as you can at the painting. Once you finish the painting, a purple propeller hat will appear in the treasure chest, then will hop out. Claim the purple propeller.
At least Club Penguin has this item for non-members, right? I wish the had more. What do you think?
